Digital water system and infrastructure construction for water environment protection and restoration in plateau lake watershed 

Dianchi Lake is the largest plateau lake located in Yunnan Province, the largest freshwater lake in southwest China, the lake is 1886 meters above sea level and covers an area of 330 square kilometers. The river basin area is 2920 square kilometers. Dianchi lake is one of the most important lakes for environmental protection and restoration in China. Due to urbanization, the drinking water safety of residents around Dianchi lake is threatened.

For the objectives to protect the water environment of Dianchi lake, the R&D- design –management-consumer team (comprised of GuangZhou Municipal Engineering Design And Research Insititute CO,.Ltd, Tongji University, Kunming Dianchi Investment Co., Ltd and Research Institute for Water and Waste Management at RWTH Aachen University) carried out the functional unit research of basic data monitoring and analysis, basic theory research, platform building, application evaluation, infrastructure construction, post effect evaluation and optimization suggestions related to digital water system. For many years, we have achieved the targets as follows:

(1) In order to protect and repair the water environment of Dianchi Lake, Kunming City has set up perfect functional management, technical research, construction and operation management units.

(2) Each unit has established a perfect management system and technical standards.

(3) Each member of the R & D design team successfully applied their theoretical and technical research results, technical platform and project experience (Guangzhou hydraulic model, German hydraulic model research and pollution control, etc.) to the project.

(4) The drainage model (307.8 km2 in kunming urban area) for integrated watershed management has built. The formation of project decision system was based on above-mentioned model.

(5) The technology of " the pollutant load discharged into water body which from combined drainage system is not greater than that in the diversion drainage system" has been formed and applied.

(6) Under the promotion of the concept for eco-friendly infrastructure construction, three underground water purification plants (q = 370000 m3 / D), two storage pools are used for reducing the runoff pollution of combined drainage system (v = 38000 m3) and wetlands around Dianchi Lake have been built.

Now, the water quality of Dianchi Lake is stabilized at the class IV standard of surface water (Do ≥ 3mg / L, COD ≤ 30mg / L, NH3-N ≤ 1.5mg/l, TP ≤ 0.1mg / L); Red billed seagulls from Siberia come to Dianchi Lake in winter, which becomes a scenery line.

The continuous improvement of the water environment of Dianchi Lake Basin benefits thousands of flora and fauna, 5 million local residents and and more than 10 million tourists per year.

the R&D- design –management-consumer team is comprised of Tongji University GuangZhou Municipal Engineering Design And Research Insititute CO,.Ltd, Kunming Dianchi Investment Co., Ltd and Research Institute for Water and Waste Management at RWTH Aachen University.

3.1 Guangzhou Municipal Engineering Design & Research institute Co.Ltd

Guangzhou Municipal Engineering Design & Research institute Co.Ltd(GZMEDRI) was founded in 1949, The institute is engaged in planning, engineering design and consultation, EPC, and the whole process service of project management. There are over 1000 staffs employed by the GZMEDRI. The institute has a group of professional leaders including including survey and design masters of Guangdong Province, has 28 professor-level senior engineers.

With “building a beautiful living enviroment”as the mission, the institute Adheres to the concept of refined design. GZMEDRI has completed more than 8,000 projects of engineering design, consultation and EPC. Over 800 projects have been granted national, ministerial, provincial and municipal scientific progress and excellent survey design awards. In recent years, several core technologies that are internationallyadvanced have formed in terms of water pollution treatment engineering, urban drainage waterrlogging prevention, sponge city, ecological new city constrution and related areas. Including the first district model scale-Guangzhou Central District drainage system , full-scale MBR process sewage treatment plant in China-Guangzhou Jingxi sewage treatment plant.

3.2 Tongji University

Tongji university has a long history and a great reputation. It is one of the earliest national universities in China. The school began in 1907 with the establishment of the German medical school in tongji by German doctor erich bolon with the support of the Chinese and German governments and various sectors of society. After 112 years of development, tongji university has become a comprehensive, research-oriented and international university with distinct features and a great influence at home and abroad.

The school of environmental science and engineering of tongji university is the earliest academic institution of environmental education and scientific research established by the college in China. Its predecessor is the department of upper sewer established in 1952 and the department of environmental engineering established in 1981. The research fields of the college mainly include water pollution control engineering, water supply and drainage engineering, solid waste treatment and recycling, ecological rehabilitation, environmental chemistry, environmental biology, integrated management and utilization of water resources, environmental planning and management, etc. The research results were successfully applied to a number of national major projects, such as the 2010 Shanghai world expo, suzhou river water environment management, taihu lake and chaohu lake basin water pollution control.

3.3 Kunming Dianchi Investment Co.Ltd

Kunming Dianchi Investment Co.Ltd was founded in 2004. It is a wholly state-owned company established by Kunming municipal Party committee and municipal government in order to speed up the market pace of investment and financing system reform of Dianchi Lake treatment and municipal infrastructure construction. It is the main body of investment and financing and sewage treatment operation of Dianchi Lake pollution treatment in Kunming.

Kunming Diantou specifically promotes the early stage technical research of pollution control in Dianchi Lake Basin, technical support of policy decision, financing construction and operation management of corresponding projects of pollution control (sewage treatment plant, transfer pump station, sewage collection canal, regulation and storage pool, end purification wetland, etc.)

3.4 Research Institute for Water and Waste Management at RWTH Aachen University

The Research Institute for Water and Waste Management (FiW) was established in 1979 as an independent at the RWTH Aachen University. The close links with the university provide an optimal framework for the institute to find solutions for problems in water and waste management that require interdisciplinary approaches. FiW cooperates closely in particular with the Department of Environmental Engineering.

The members of the sponsoring organization are representatives from water boards, planning offices and industry. FiW enjoys the support of an Advisory Council for Research Evaluation that features representatives from the university, from federal ministries, ministries of the federal states, and industry as honorary members. The Advisory Council assists the institute in extending the existing fields of work and also in facing new challenges and opening up new fields of action.

The Managing Board of the institute is formed by Mr. Prof. Dr.-Ing. Harro Bode (president), Mr. Prof. Dr.-Ing. Johannes Pinnekamp (board director), Mr. Prof. Dr.-Ing. Max Dohmann, Mr. Dr.-Ing. Hermann-Josef Roos and Mr. Dr.-Ing. Wulf Lindner. Dr.-Ing. Friedrich-Wilhelm Bolle runs the institute as managing director.

二、项目简介

高原湖泊流域水环境保护修复的数字水务系统及基础设施建设

滇池,云南省面积最大的高原湖泊,中国西南部最大的淡水湖泊湖面海拔1886米,面积330平方千米,流域面积为2920平方千米。滇池是中国环境保护修复重点关注的湖库之一,其水质变化关系到500多万周边居民人口的生活质量和上千种动植物的生存。由于城市化进程,影响了滇池附近居民的饮用水健康

围绕滇池流域水环境保护修复核心目标,由广州市市政工程设计研究总院有限公司、同济大学、昆明滇池投资有限责任公司和德国亚琛大学水和废弃物研究所等组成了研发-设计-运营-用户的工作团队,连续多年进行数字水务系统相关的基础数据监测分析、基础理论研究、平台搭建、应用评估、基础设施建设、效果后评估及优化建议等功能单元研究,主要成果如下:

1为了滇池水环境保护修复,昆明市组建了完善的职能管理、技术研究、建设、运营管理单位。

2各单位形成了完善的管理制度、技术标准。

3)研发-设计工作团队各成员将各自的理论技术研究成果、技术平台、项目经验(广州市水力模型、德国水力模型研究及污染控制等)成功应用在本项目中。

4建立了昆明城区范围内307.8km2的综合流域水力水质耦合模型,形成了基于数据及模型的工程项目决策体系

5)形成了实施合流制排水体制片区排入水体的污染物负荷不大于分流制排水系统技术成果并应用。

6推荐生态友好的基础设施建设理念,增建了3座地埋式水质净化厂(Q=37m3/d)、2座合流制径流污染削减调蓄池(V=3.8m3)、滇池周边湿地。

滇池水质企稳向好,年均水质已达到地表水IV类标准(DO≥3mg/L,COD≤30mg/L,NH3-N≤1.5mg/L,TP≤0.1mg/L);来自西伯利亚的红嘴海鸥都会到滇池过冬,变成一道风景线。

滇池流域整体环境的持续向好使得上千种动植物、500万本地居民和超过1000万人/年的游客受益。

三、项目成员概述

研发-设计-运营-用户工作团队由同济大学、广州市市政工程设计研究总院有限公司、昆明滇池投资有限责任公司和德国亚琛大学水和废弃物研究所等组成。各项目成员简介及相关研究成果如下:

3.1广州市市政工程设计研究总院有限公司

广州市市政工程设计研究总院有限公司始建于1949年,从事规划、设计和咨询、工程总承包及项目管理全过程服务。现有员工超过1000人,拥有包括广东省勘察设计大师在内的一大批专业领军人才,拥有教授级高工28人。

践行“建设优美生活环境”企业使命,坚持精细化设计理念。迄今已完成超过8000项市政工程勘察设计咨询和EPC总承包项目,超过800项工程设计获国家、部、省、市科技进步奖和优秀勘察设计奖。在生态新城建设、水污染治理工程、城市排水内涝防治工程、海绵城市等的规划设计和研究方面,形成了多项核心技术。其中包括全国第一个全城区水力模型—广州中心城区排水系统水力模型(2009-2012年),全国第一座全地埋式MBR工艺污水处理厂—广州京溪污水处理厂(2009年)等。

3.2 同济大学

同济大学历史悠久、声誉卓著,是中国最早的国立大学之一,是教育部直属并与上海市共建的全国重点大学。学校始于1907年德国医生埃里希•宝隆在中德两国政府和社会各界支持下创办的同济德文医学堂。经过112年的发展,同济大学已经成为一所特色鲜明、在海内外有较大影响力的综合性、研究型、国际化大学,综合实力位居国内高校前列。

同济大学环境科学与工程学院是全国高等院校中最早以学院建制成立的环境教育和科研学术机构,其前身是1952年成立的上下水道系及1981年成立的环境工程系。学院的科研领域主要包括水污染控制工程、给水排水工程、固体废物处理与资源化、生态修复、环境化学、环境生物学、水资源综合管理与利用、环境规划与管理等。研究成果成功应用于2010年上海世博会、苏州河水环境治理、太湖和巢湖流域水污染控制等一批国家重大工程。

3.3 昆明滇池投资有限责任公司

昆明滇池投资有限责任公司(昆明滇投)于2004年挂牌成立,是昆明市委、市政府为加快滇池治理和市政基础设施建设投融资体制改革市场步伐,在昆明市城市排水公司的基础上组建成立的国有独资公司,是昆明市滇池污染治理的投融资主体和污水处理运营主体。

昆明滇投具体推动滇池流域污染治理的前期技术研究、政策决策的技术支持、污染治理的相应工程(污水处理厂、转输泵站、污水收集管渠、调蓄池、末端净化湿地等)的融资建设和运行管理。

3.4 德国亚琛大学水和废弃物研究所

水和废物管理研究所(FiW)成立于1979年,是独立于亚琛工业大学的研究机构。研究所与亚琛工业大学之间联系紧密,特别是与环境工程系之间合作密切,这为寻找水和废物管理问题的跨学科解决方案提供了最佳框架。

FiW的主办单位成员有行业代表和来自水务协会、规划部门的代表。FiW受到学术评价顾问理事会(ACRE)的支持,该理事会的荣誉理事由各高校代表,联邦部门代表和各联邦州、各行业的部长担任。顾问理事会不仅要协助研究所拓展现有的工作领域,还要面临新挑战,开拓新的工作领域。

研究所管理委员会由哈罗·伯德先生(教授,博士,委员会主席),约翰尼斯·平内坎普先生(教授,博士,董事),马克思·多曼先生(教授,博士),赫尔曼·约瑟夫·鲁斯先生(博士)和沃尔夫·林德纳先生(博士)组成。研究所的运营由总经理弗里德里希·威廉·博列博士负责。
